The Union has advocated throughout its local bargaining sessions with the employer for 4 days in lieu for middle school team leaders to be paid by the employer, or a stipend or a combination of both. The Employer has steadfastly refused to bear the costs of the TOC and insisted that team leaders pay the costs. Understandably, team leaders are voicing their concerns about a process that could result in higher costs to them than the stipend they receive. It has come to the Union's attention that the Employer is telling teachers that the Union is to blame for this change of process concerning days in lieu. The following document written by Dave Brandon, clearly points out the respective positions of the Union and the Employer during local bargaining and shows that it was the Employer who refused to bear the costs of the TOC for the days in lieu.
