I have a position through Mobility. Does this protect me from lay off?
No. You are still subject to lay off. Lay off is by seniority for all positions in the District where there is insufficient District staffing to keep every teacher.
I was declared Excess to Needs but then won a position through Mobility. Am I still included in the ETN Round?
No. You have a position and do not require placing.
I have been declared Excess to Needs AND Laid Off. Do I particpate in the ETN round?
No. You no longer have a position once you receive a lay off notice.
How do I get a new position after I have been laid off?
You have to apply for postings in the summer and fall.
I have been declared Excess to Needs. Can I participate in mobility?
Yes. Because you still have continuing status (you have not been laidoff), so long as your current position is .7 or above you canparticipate.
I have several positions that add up to .7. Can I participate in mobility?
No. You must have .7 or above at a single school or an itinerant position. Multiple positions cannot be added together.
Does the Aboriginal Equity agreement apply for mobility postings?
No. The equity agreement is for attaining work, not transferring position. Seniority and qualifications will apply.
I know there was a retirement at School X, but I don't see a mobility position. Why not?
If a school had a decline in enrollment, existing staff are entitledto the FTE. In addition, if there are staff at a school who arecurrently working below their FTE entitlement (they previously took aninvoluntary reduction), they are entitled to their full FTE from aretirement position. Either or a combination of these factors can meanthat a school may have one or more retirements but there will be nomobility positions resulting.
Will there be more continuing positions in the summer?
Yes. All continuing positions lower than .7 and any continuingpositions that become available after June 30th (e.g. enrollmentincreases) will be posted as continuing during the summer.
I got a position in mobility round 1, but now I see something better in mobility round 2. Can I apply?
Yes.

Staffing Advice
- Teachers asked to take a reduction in their assignment
- You are not required to take a reduction. You can instead be declared excess to needs and you will be placed in another school at your full FTE entitlement. Either way you are subject to lay off if there is a District shortage of work in your area and you are the least senior.
- Ensure if you do take a reduction that you sign the appropriate form ensuring that you maintain full FTE entitlement and the right to additional work if it arises. See the "Involuntary Reductions in Assignment" agreement above which contains a sample letter.
- Teachers declared excess to needs
- Ensure your Principal has asked all teachers for volunteers. If another teacher declares voluntarily, you are no longer excess.
- Attend the GVTA meeting for teachers declared Excess to Needs and NOT laid off, unless you also receive a lay off notice. This will be Monday, June 1st, 4pm, at Spectrum School Library. If you ALSO receive a lay off notice, please attend the lay off meeting, not this one.
- You will be placed during a special posting round in June (if you are NOT laid off).
- Teachers in receipt of lay off
- Ensure you receive formal lay off notice, including a list of all positions available where a junior teacher was retained. This is the basis for any lay off appeals.
- Attend the GVTA meeting for teachers in receipt of lay off notice. We will provide full appeal information at that meeting. This will be Tuesday, June 8th, 4pm, at Cedar Hill School Library.
- Your lay off can be rescinded up to June 30th.
Staffing Timetable
April 2010
- April 21, Board approves budget
- Principals receive staffing package
- Assignment in school:
- Teachers use "collegial process"
- Admin provide all staffing and timetable information, including staffing allotment, teacher FTE, special staffing amounts (special ed, community link, etc)
- Assignment based on: seniority, training, experience, equitable distribution of workload, personal preference
- Assignment made in a fair and reasonable manner
- Teacher can appeal to Principal, and can grieve assignment
- Internal reassignment to a vacated continuing position only (cannot "bump" a teacher out of another position), cannot involve an increase in FTE entitlement
- Admin determine if any teachers are excess to school needs, senior qualified teachers retain their positions
- Admin ask for volunteers to be excess
- Excess to Needs letters given by end of month
